Psychological abuse is the next big area of workplace OHS.
Some managers are looking at this already, which is excellent, but a lot of OHS workers and unions, in my experience, are so physically oriented that they are utterly clueless on this aspect - I gave up contacting my union about such matters years ago, when one of their reps effectively told me I should submit to body searches that include being groped (and that was a female rep, by the way - needless to say, I refused).
It is time to get the dinosaurs out of the way and start addressing this - in all areas, including administrative expectations and interactions (as an example of the possible problems, when admin people see different data to employees, the expectations of employers can be impossible to meet, which is one of the definitions of workplace bullying).
PS - This problem is exacerbated by sloppy thinking and assuming social behaviour conventions (such as impersonating people by sending emails "on their behalf". That sort of laziness / obtuseness / stupidity leads to, in the short term, loss of good will, and, in the long term, possibly court cases.
