It's a very cut down version of what was proposed by the review committee (see https://www.aph.gov.au/Parliamentary_Business/Committees/Joint/Foreign_Affairs_Defence_and_Trade/MagnitskyAct/Report), but at least a mechanism exists, and the Act has been improved by the amendments (see here and here).
Now for it to be used . . . and maybe improved, down the track, to what was originally proposed . . .
