Something that has gained some (not nearly enough) attention in recent years is the term stochastic t_rr_r_sm.

However, there was also a term that could and was used (by me, at least) before the development of the term stochastic t_rr_r_sm:
inciting a crime
Generally, this covers matters such as talking someone into committing of breach of the law for you - e.g., talking someone into (and DON’T do this!!! It is illegal, morally wrong, and utterly despicable) say ... committing fraud ... or robbing a bank ... or committing an assault.
The latter category could also include things along the lines of ... lying that someone is a criminal, knowing that the allegations (e.g., rape or crimes against children) would be enough to anger the recipient into threatening or assaulting the person.
Specifically saying “I want you to go and commit crime W” was NEVER a specific requirement of that law.
In the 1990s, when society was often an egregiously violent place against trans and gender diverse people, letting slip that someone was trans - even if they passed - could be enough to trigger some people into commit a violent assault.
In fact, the same risks applied generally for all the LGBTQIASB+ communities.
The reason that didn’t get used was, in my opinion, unconscious bias, unprofessionalism (including laziness of thought and heart), and outright bigotry * of police, prosecutors, and too many politicians.
More people are on the side of minority communities now, but the same unholy trio (unconscious bias, unprofessionalism [including laziness of thought and heart], and outright bigotry * ) is still blocking timely action on the topic of stochastic t_rr_r_sm.
If that is affecting you, it may well be getting a GOOD lawyer in your jurisdiction to consider whether inciting a crime (if it is covered by your jurisdictions laws) might be of use.
* Or our propensity for hate, toxic loyalty, indifference, inconvenience / lack of imagination, being too lazy to resist evil, etc

counter-protestors. The emphasis on quick justice and consequences is
quite likely to - as intended - deter at least some from engaging in
